Dongying is bursting with vitality from innovation. Dongying has gained the approval to build a national innovation city and one of the first batch of national intellectual property cities. Dongying also has 3 national platforms, namely Dongying Economic and Technological Development Zone, Yellow River Delta Hi-tech Demonstration Zone and Dongying Bonded Zone; 7 provincial economic development zones, 1 national university science and technology park, 15 scientific and technological enterprise incubators at or above provincial level, 28 maker spaces at or above provincial level, and 24 Chinese academicians’ work stations, all of which provide broad space for innovation and entrepreneurship. 

Dongying has a favorable industrial ecosystem. Focusing on “5+2+2” industries, we’ve developed comprehensive industrial plans, carried out investment promotion and talent recruitment focused on industrial clusters, and facilitated the coordinated development of upstream and downstream industries. We’ve built a number of professional parks with distinctive features, complete facilities and flexible mechanisms, such as Lingang Petrochemical Industrial Base, Airport Industrial Park, and Functional Ceramics New Material Industrial Park. We’ve established a group of funds for replacing old growth drivers with new ones, and set up 24 private equity investment funds, the total scale of which is 24.9 billion yuan. Key exhibitions, such as petroleum equipment exhibition and rubber tire exhibition, have passed the UFI certification and become important platforms for enterprises to display their images, expand markets, and carry out exchanges and cooperation.

1. Abundant Resources

As the main production area of Shengli Oilfield, Dongying has 85% of the output of Shengli Oilfield and 80% of the petroleum geological reserves. The city owns 3.82 million mu of unutilized land, 109.7 billion tons of rock salt resources, 1.189 billion cubic meters of brine and 344.7 billion cubic meters of geothermal resources, and its coastline is for 413 kilometers with nearly 6,000 square kilometers of tidal flats and shallow seas. The city's one-time water-holding capacity reaches 1 billion cubic meters. 

2. Well-Developed Transportation

Dongying is an important node city of the Bohai Sea high-speed railway and the Beijing-Shanghai high-speed railway. After the high-speed railways are completed, it will take 1. 5 hours to Beijing and 4 hours to Shanghai. Dongying Shengli Airport has operated 20 flights to 12 cities including Beijing, Shanghai, Xi'an and Shenzhen. Dongying Port is a national first-class open port and the largest characteristic port of oil and liquid chemicals in the Bohai Rim area, which will be built into a billion-ton port during the 13th Five-Year Plan period.

Adhering to the development strategy of "openness", actively participating in the regional development strategy of the Bohai Rim, Beijing-Tianjin-Hebei region, taking the initiative to follow the "One Belt, One Road" strategy, and participating in the construction of China-South Korea Free Trade Area and the construction of China-Central Asia-West Asia and other international channels. Dongying is also the national 56th foreign trade city in 2018 with 707 international registered trademarks of Madrid. The total import and export value of foreign trade here is RMB 162.8 billion.

Dongying is a beautiful, open and inclusive city, which has been rated as the National Civilized City, China Excellent Tourist City, the First Batch of International Wetland City, and the World's Tire Capital. At present, Dongying is focusing on creating a brand new city card for the “Yellow River Enters the Sea, We Go Home”. Dongying has set up a goal and idea of “building the growth pole of high-quality development in Shandong, the cultural tourism destination of the Yellow River Inlet and a modern dynamic wetland city”.

Firmly grasping the requirements of high-quality development, Dongying adheres to the principle of "industry-oriented, enterprise-respected, and cluster development", and vigorously develop special industries, such as petrochemical, rubber, petroleum equipment, non-ferrous metals, new materials etc., actively cultivate the advantageous industry of modern high-efficiency agriculture and cultural tourism, etc. Dongying will accelerate the deployment of future industries such as biomedicine, aerospace and other industries, and build a “5+2+2” industrial system with local characteristics and sustainable competitiveness. (1) Petrochemical industry: In accordance with the idea of “integration of the port area and the Trinity”, Dongying will integrate the Dongying Port Chemical Industry Park, promote “five integrations” of infrastructure, logistics, energy, safety and environmental protection, and industrial products, and push forward the safety green, recycling, high-efficiency, cluster development of the high-end petrochemical industry, and accelerate the establishment of the core area of high-end petrochemical industry base in North Shandong. (2) Rubber industry: With radial tire production capacity of 194 million accounting for one-fifth of the country, 8 tire companies of Dongying have ranked Global Top 75, making this city be the largest rubber tire production base in China. Dongying has held China (Guangrao) International Rubber Tires and Auto Parts Expo. Actively introducing domestic and foreign first-class enterprises to participate in mergers and acquisitions and capacity integration, and striving to cultivate 5-6 influential large-scale industry backbone enterprises. (3) Petroleum equipment industry: Relying on the oil equipment production capacity accounting for 70% of the province and one-third of the country, Dongying owns a unique national oil production equipment engineering technology research center which is the largest oil equipment manufacturing base in China, and has built China (Dongying) International Petroleum and Petrochemical Equipment and Technology Expo. Through cooperating and restructuring with central enterprises, and joint ventures with foreign-funded enterprises, Dongying will focus on developing strategic emerging industries of high-end petroleum equipment and marine equipment. (4) Non-ferrous metal industry: With the output of cathode copper ranking 4th in the country, Dongying is regarded as the unique famous brand demonstration zone in the copper and copper industry in China, and has created the China (Dongying) Nonferrous Metals Industry Exhibition. Further extending the industrial chain, Dongying will develop copper parts, copperware, copper products, copper material, high-strength and high-conductivity copper alloy materials and high-performance metal materials industries. (5) The new materials industry: Dongying will promote the implementation of key projects such as China National Ceramics New Material Industrial Park and Lihuayi High-end Engineering Plastics, and actively guide enterprises related to the petrochemicals and non-ferrous metals to extend the development into new materials. (6) Modern efficient agriculture: As the Yellow River Delta Agricultural High-tech Industry Demonstration Zone, Dongying is the 2nd national-level agricultural high-tech zone in China, and has created the Yellow River Delta (China·KenLi) International Ecological Agriculture Expo. Focusing on cultivating and introducing leading agricultural enterprises, Dongying will intensify the brand development of agricultural products, and implement key programs, such as Intelligent Agriculture Internet of Things Silicon Valley, Land of China and Australia Milk Town, Modern Agricultural Demonstration Zone of the Yellow River, and the Yellow River Ecological Economic Belt to promote modern agriculture move towards standardization, branding, intelligence, industrialization, and clustering with the concept of industrialization. (8) Bio-pharmaceutical industry: Dongying will improve the industrial chains of modern Chinese medicine, chemical medicine, and bio-pharmaceutics and build an ecological circle of large health industry, cultivate bio-chemical, pharmaceutical and chemical, fine chemical and supporting enterprises to create “Shandong Biomedical Manufacturing Industry Cluster” and "Innovative Demonstration Base for Medical Equipment Manufacturing". (9) Aerospace industry: With the support of Dongying Flight Test Base of COMAC (Commercial Aircraft Corporation of China Ltd) and Beihang Aviation Navigation and Flight Calibration Test Base, Dongying has planned a 20-square-kilometer Airport Industrial Park to focus on the development of aviation manufacturing and airport high-end service industries.

Dongying has formulated a city-level incentive policy of investment promotion with financial support. For the newly introduced enterprises and projects, the policy of “three exemptions and two half-exemptions” will be implemented, that is, in the first 3 years, Dongying City will give enterprises and projects equal subsidies for their local financial contributions, and in the next 2 years, 50% subsidies will be given. For the introduced foreign investment projects, Dongying will award 1% -2% of the actual foreign investment, and the maximum incentive funds for a single project will be RMB 100 million. The senior managers of enterprises will be rewarded with 100% of income tax they have paid as the local financial contribution within 3 years. The newly-introduced enterprises and projects that meet the conditions shall be given priority in the governmental guiding fund investment project bank, and may also be supported through jointly-established industrial funds.

The referrals will be rewarded with 0.5% for domestic projects, 0.8% for foreign projects, and 1% for foreign enterprises of Fortune Global 500. Efforts will be made to deepen the reform of “simplifying administration and delegating power, combining decentralization and management, and optimizing services” and comprehensively practice “one window acceptance, one network operation, and one time done”, implement the “project manager” system for key projects to offer the assisting service in the whole process. Non-ferrous Metal Industry

With the output of cathode copper ranking 4th in the country, Dongying is regarded as the unique famous brand demonstration zone in the copper and copper industry in China, and has created the China (Dongying) Nonferrous Metals Industry Exhibition. Further extending the industrial chain, Dongying will develop copper parts, copperware, copper products, copper material, high-strength and high-conductivity copper alloy materials and high-performance metal materials industries.

Petroleum Equipment Industry

Relying on the oil equipment production capacity accounting for 70% of the province and one-third of the country, Dongying owns a unique national oil production equipment engineering technology research center which is the largest oil equipment manufacturing base in China, and has built China (Dongying) International Petroleum and Petrochemical Equipment and Technology Expo. Rubber Industry

With radial tire production capacity of 194 million accounting for one-fifth of the country, 8 tire companies of Dongying have ranked in the world's top 75, making this city be the largest rubber tire production base in China. Dongying has held China (Guangrao) International Rubber Tires and Auto Parts Expo. Dongying will focus on cultivating leading domestic and international rubber tire industry enterprises, and extend the rubber industry chain to develop rubber materials and rubber parts, introduce and cultivate "professional, special, refined and new" "Hidden Champions" enterprises and finally realize the development of rubber industry clusters.

Petrochemicals Industry

Relying on the one-time processing capacity for crude oil of 72 million tons accounting for nearly one-tenth of the country and one-third of the province, and the imported crude oil index of 34.55 million tons, Dongying is the prefecture-level city with the largest oil refining capacity in China，and has built China (Dongying) International Petroleum and Chemical Industry Trade Expo and the Yellow River Delta Oil Trade Fair. Dongying is focusing on the development of three industrial chains, i.e., comprehensive utilization of aromatic soot represented by xylene and methanol, comprehensive utilization of olefin and waste represented by ethylene and propylene, and chemical-based synthetic materials, synthetic resins, synthetic rubber and chemical fibers. Dongying will actively cooperate with world-class chemical companies to build a high-end petrochemical industrial base in North Shandong.
